Just before Christmas, DEFRA finally published its long-awaited Post Implementation Review (PIR) of the Animal Welfare (Licensing of Activities Involving Animals) (England) Regulations, fulfilling its statutory obligation. This is the first review since the Regulations were introduced in 2018 and govern a wide range of innovative businesses. The review confirmed that the Regulations have improved clarity, consistency, and alignment with modern animal welfare standards, while helping local authorities enhance their expertise and capacity. Notable progress has been made in areas such as dog breeding, pet boarding, and animal exhibition services, reflecting changing trends in pet ownership and business practices. Areas for improvement were identified, including reducing administrative burdens, improving local authority collaboration, and updating guidance.
Whilst there is no commitment to make any amendments to the Regulations, PIF will continue to work through its position on the Canine & Feline Sector Group to put forward any views of its members from this report.
